Located in Changtang plateau of Leh district in Jammu and Kashmir, the sanctuary is also known by Changtang Cold Desert Wildlife Sanctuary. It is a high altitude wildlife sanctuary and is one among the important few places in the country with a population of the rare wildlife such as the kiang or Tibetan wild ass and Black-necked Crane.

Changtang Wildlife Sanctuary is a part of the Hindu Kush Himalaya, covering vast plateaus and deep gorges with an altitude that varies from 14,000 to 19,000 feet. The sanctuary comprises of around 11 lakes and 10 marshes, also including the majestic Indus River which rushes the sanctuary, dividing it into two parts.

The sanctuary is rich in flora and fauna, which includes natural grasslands, various wild plants and a wide a variety of wildlife such as kiang or Tibetan wild ass, Snow Leopard, Lynx, Wolf, Wild Dog, Wild Yak as well as the rare Black-necked Crane and seasonal species of migratory birds.
